The Early Learning Council is the governing body overseeing the Early Learning System. As part of the 40/40/20 education goal for a seamless education system from birth through college, the Early Learning Council guides efforts to streamline state programs, provides policy direction to meet early learning goals statewide, and provides oversight for services supporting children and families across Oregon.
The Council was created through SB 909 (2011), further directed through HB 4165 (2012), and most recently modified in HB 2262 (2019). Currently, there are 9 members appointed by the Governor. The Council meets quarterly throughout the year.
