The Child Care and Development Fund (CCDF) is a federal grant from the U.S. Department of Health and Human Services to State, Territory, and Tribal grantees. CCDF supports Oregon’s efforts to provide child care services for low-income families and enhance the quality of child care for all children.

The Child Care Cost of Quality Study gathered data on the true cost of providing high-quality early care and education in Oregon.
The Oregon Early Learning Division (ELD) commissioned the Center for American Progress and a team of researchers to conduct the study. As opposed to the Child Care Market Rate Survey, which collects data on tuition rates, the Cost of Quality Study gathers information about actual expenses to better understand what it takes to provide high-quality care and education.
From October 2020 to December 2020, Early Childhood Education (ECE) providers from across the state and representing the diversity of the industry participated in surveys and informational interviews to inform the study.
In this video from January 6, 2022, lead researchers Simon Workman and Jeanna Capito will review the results of the study, including an overview of data collected and the new cost model that was created using the results. This webinar will also cover how ELD will use these results to transition child care provider rates for the Employment Related Day Care (ERDC) program to an approved alternate rate-setting structure, one that sets ERDC payment rates based on the true costs of delivering high-quality early care and education.

Participants were asked to share program details of prior year expenses and budgets so that the researchers can view the total expenses required to run the program. Researchers also gathered data on average salaries and benefits, staffing schedules, and revenue sources.

In June 2021 the Oregon Legislature passed House Bill (HB) 3073. HB 3073 establishes a new early learning agency – called the Department of Early Learning and Care, or DELC – that consolidates all child care programs and early care and education programs in one place.
In July 2023, Employment Related Day Care program (ERDC), a child care subsidy program housed in the Oregon Department of Human Services (ODHS), will move into the new agency. The Legislature has requested that ELD prepare a report by December 2022. This report will explore how to transition child care provider rates for ERDC to an approved “Alternative Rate Methodology,” an alternate rate-setting structure that is determined by true operating costs and the costs of meeting quality standards, rather than market price.
